The difference between governments and drug cartels

Every year the UNODC and the U.S. State Department show us with their data that the global production and trafficking of cocaine is steadily decreasing. That would sound encouraging, if it was true. A report by the scientific director of Narcoleaks Sandro Donati, published online by FLARE, a network of civil society organisations committed to social struggle against transnational organised crime.
